Title 24 News:
On October 11, Gary began a series of classes sponsored by PG&E,
regarding Title 24 changes as of October 1, 2005. Broad changes have
taken place in California's Title 24 requirements adopted and
administrated by the California Energy Commission.
Regarding heating and air, the changes have been interpreted as follows:
1. Any central air conditioner, indoor coil, furnace, heat pump or air
handler that is replaced, or ductwork is added or altered in an existing
residential low rise structure, is required to have the integrity of the ducts
and components tested for leakage of conditioned air, and meet new CEC
Title 24 standards of no more than 15% of calculated fan flow. Repairs are
not subject to this requirement.
2. Any new low rise residential structure must have the ducts and
components tested for leakage of conditioned air and meet new CEC Title
24 standards of no more than 6% of calculated fan flow.
3. For existing homes, all leak testing must be verified by a HERS rater
(home energy rater, state certified), and form CF-4R submitted to the
building authority upon final inspection. No permit final will be granted
without meeting leak standards, verification and the CF-4R form.
4. New homes must be done in the same fashion except the proper form
would be the CF-6R.
5. El Dorado County is in two climate zones, 12 and 16. The dividing line is
Camino and Pollock Pines, Camino and towns west are climate zone 12,
and Pollock Pines and towns east are 16. The address on the permit will
govern the zones. The insulation surrounding ductwork has increased
minimums that vary by climate zone. Climate zone 12 will increase from
insulation value R-4.2 to 6.0, and climate zone 16 will move from R-4.2 to
R-8.0
6. As of January 23, 2006, air conditioning SEER (seasonal efficiency
rating) minimums will be raised from 10 SEER to 13 and heat pumps will
require a HSPF (performance factor) of 7.7
7. As of March 2009 TXV installations will no longer be a substitute for
proper refrigerant levels and high SEER equipment will no longer be an
"opt out" for duct testing on change-outs of existing home equipment.
